Letter to protest income tax arrears notification

About this service

This letter is designed to apply to HM Revenue and Customs (HMRC) for a tax concession on arrears set out in an arrears calculation notice (a P800 tax form). The concession which the letter is applying for is the Extra Statutory Concession A19 (ESC A19), which allows HMRC a discretionary power to abandon tax arrears in certain circumstances. The questions in this document will establish whether or not you are eligible to apply for ESC A19 – you will be unable to use the letter if you are not. It should not be used for complaints, queries or any other kind of correspondence with HMRC. This letter is only appropriate for use by a private individual who doesn't fall within the Self Assessment tax regime. It can only be used in respect of income tax arrears in England and Wales.
